The platform is only emulated, taking advantage of Windows Phone's multitasking

It’s one thing to have a loading, next-generation mobile OS loaded on older hardware, and a completely different one to have an old, almost forgotten platform loaded on new devices. However, it can be done, and it has been done.

Some enthusiasts already did that, though not to the fullest. Windows Mobile 6.1 was brought to a Windows Phone 7 device, the HTC HD7, but only in an emulated form.

This means that you can run Windows Mobile on the device courtesy of the multi-tasking capabilities that Windows Phone was packed with. However, the back button will get you to the Start screen of Windows Phone.

While only Windows Phone 6.1 was loaded on the device for the time being, Windows Phone 6.5 is also expected to arrive in the not too distant future. All running pretty well, as can be seen in the video embedded above.
