The stable version has yet to be updated with this limitation

Windows Phone 8.1 early adopters who prefer to use the beta version of WhatsApp Messenger on their devices should avoid updating to the latest version if they want to continue to use the application from the SD card.

NokiaPowerUser reports the latest beta version of WhatsApp Messenger for Windows Phone 8.1 block installation to SD card for unknown reasons.

The new operating system introduces this feature and Windows Phone 8.1 users can move any app installed on the phone’s memory on the SD cards, except those relates to the system software.

However, when trying to install WhatsApp Messenger beta (new version) you will now receive a message telling you that “the publisher for this app doesn’t allow it to be installed on an SD card.”

If you wish to continue using the beta iteration of WhatsApp Messenger for Windows Phone 8.1, you will have to move the app on your phone’s internal memory in case you have a previous version installed on the SD card.

Those who use the final version of WhatsApp Messenger for Windows Phone 8.1 instead of the beta will not be affected by this change unless developers decide to push this limitation to the public release as well.
