It works only on fully unlocked mobile phones at the moment

Windows Phone already has some appealing browsers available for its users, including the new Internet Explorer 9 mobile that arrived on devices along with the Mango update.

However, those who are up for trying something new on their handsets can now download and install Opera Mobile on their Windows Phones.

Make no mistake about it, this is not an official release, nor is it the latest version of the mobile browser.

Instead, it is a port of the Opera Mobile 10 app from the older Windows Mobile to the new platform.

To install it on a perfectly good Windows Phone, however, one would have to unlock the device and install on it a custom ROM. Basically, this means that Opera Mobile is now yet available for all Windows Phones out there. This thread over on the XDA-Developers forum offers more into on the matter.
