Color Effect Photo Editor has a dated interface and not that many features, but it does let you use the color splash effect to decolor any area of an image with the desaturate paint option.
Dated UI with some features at hand
Color Effect Photo Editor app doesn't come with a tutorial or any kind of features, it simply launches with the home screen providing users access to all of its features. The UI doesn't use material design, all sections are arranged into thumbnails.
It lacks any settings for the interface or edited pictures, meaning that you can't pick the destination folder for output files or make any kind of changes to the UI. It seems a bit dated and it could definitely use an update.
It comes with ads, especially when it comes to advertising the developer's various accounts on social networks. In fact, the app automatically opens the developer's Facebook page and urges users to like it.
Edit pictures
You can either access your camera to snap pictures or load them directly from your gallery. When you import a picture, the app lets you pick the size of the image and the resolution. You can import it with the highest resolution of 1224x1224 or the lowest with 306x306.
It lets you turn your images to greyscale and selectively highlight areas of your images with an original color. It lets you color your image by touching the area and moving your finger in the intended direction. You can add plenty of effects to your pictures too.
More features
The app lets you add various effects to your pictures, it comes with multiple filters and tools that you can use to enhance your images. Users can also add text and pick from multiple font styles, sizes and colors. It comes with a brush of various sizes and the option to add blur to photos.
You can even use the magnifying glass view, but that's only available in the premium version of the app which costs 1.99$. Stickers can be added, the app has multiple items that you can choose from.
When you're done editing, you can save the image easily and then share it with friends on social networks. You can even create collages with pictures, but only 9 photos can be included. It lets you change the background image, adjust space between pictures, change aspect ratio and add filters.
